 | The mission of the
Agência Nacional do Petróleo de São Tomé e Príncipe (ANP-STP) is to enhance the value of the hydrocarbon resources of
the country, by promoting a sustainable exploration and production with due
consideration for the environment.

| The ANP-STP shall carry out its duties in terms of the country's objectives,
positioning itself as a credible partner for the world's oil industry. The
Agency shall adopt a modern management style, upholding transparency and
accountability that will contribute to the economic and social development
of São Tomé e Príncipe.

| All those working in the ANP-STP will be guided by our
mission spirit, teamwork and dedication to the creation of products and
services of high quality with aim of becoming a model organization within
the country and abroad.

| The ANP-STP will use proven criteria for the use of the resources it
receives, seeking to add value to society, while investing in the quality of
our human resources and observing all applicable rules under supervision of
the appropriates bodies of the State and Society.

| The ANP-STP shall create conditions for the development of the oil sector
providing for the participations of the national private sector.
